Shortage of cadres for the LTTE

LTTE has a severe shortage of cadres.

They are attempting to cover up temporarily by using the civilians as human shields. They have approached the public for the intelligence activities and to collect information. Most of their cadres have deserted and several have left the country, said International Centre for National Security.
